By 2030, a relatively complete waste textile recycling system will be built, the awareness of producers and consumers on recycling will be significantly improved, the ways of high-value utilization will continue to expand, and the level of industrial development will be significantly improved. The recycling rate of waste textiles will reach 30%. Regenerated fiber production reached 3 million tons.
China is the world's largest textile country, and the total amount of textile fiber processing accounts for more than 50% of the world. With the continuous increase of per capita fiber consumption, a large number of waste textiles are produced in my country every year. The recycling of waste textiles is of great significance for saving resources, reducing pollution and reducing carbon. It is an important measure to effectively supplement the supply of raw materials for my country's textile industry and ease resource and environmental constraints. In order to further accelerate the recycling of waste textiles, build a resource recycling industry system and waste material recycling system, improve resource utilization efficiency, and promote the construction of ecological civilization, these Implementation Opinions are formulated. With the goal of improving the recycling rate of waste textiles, we will focus on opening up key links such as recycling, trading and circulation, fine sorting, and comprehensive utilization, improve the standard system, strengthen industry supervision, and promote the formation of a government-guided and market-oriented waste textile recycling system.
